Instructions
- Cook the elbow macaroni according to package instructions, drain, and set aside.
- In a saucepan, melt butter over medium heat, whisk in flour, and cook for 1-2 minutes until golden.
- Gradually add milk, stirring constantly until the mixture thickens, about 5 minutes.
- Stir in cheese, garlic powder, onion powder, salt, and pepper until melted and smooth.
- Add the cooked macaroni to the cheese sauce and mix well.
- In a skillet, cook the ground beef over medium heat, seasoning with smoked paprika, salt, and pepper until browned, about 7-10 minutes. Stir in crumbled bacon.
- Combine the mac and cheese with the beef and bacon mixture, mixing thoroughly.
- Place a spoonful of the mixture onto a spring roll wrapper, fold, and roll tightly. Seal the edges with a bit of water.
- Heat oil in a deep fryer or large pot to 350°F (175°C). Fry the rolls in batches until golden brown, about 3-4 minutes per side.
